Kylie Bigelow – Partner, Peoria Office
Kylie Bigelow has been integral to Modern Law for more than ten years. Based in our Peoria office, she focuses on high-conflict family law cases, including contested custody matters, emergency orders, and divorce proceedings involving complex emotional and financial issues.
Clients often come to Kylie in moments of crisis. She is known for her ability to remain calm under pressure, make quick decisions, and deliver clear, honest guidance. Her courtroom presence is strong and strategic, but it’s her client-centered approach that truly stands out. She doesn’t tell clients what they want to hear—she tells them what they need to know, helping them prepare for every legal turn ahead.
“Kylie doesn’t back down, she doesn’t flinch, and she always puts her clients first,” says Billie Tarascio, founder of Modern Law.
One client shared that they felt completely lost before meeting Kylie. But her support and no-nonsense strategy helped them regain control during a difficult divorce and custody battle. That trust and clarity are what Kylie consistently brings to her cases.

Heather Peláez – Partner, Mesa Office
Heather Peláez serves clients out of our Mesa office and brings a unique combination of legal precision and personal commitment. She is a graduate of the Sandra Day O’Connor College of Law at Arizona State University and has practiced family law for over a decade, including significant pro bono work during her early career.
Heather handles a broad spectrum of legal issues—divorce, parenting time, spousal maintenance, and appellate cases—with a focus on long-term, client-first outcomes. She is known for staying ahead of complex issues and preparing her clients thoroughly, especially when litigation is necessary.
“Heather is one of the hardest-working, most detail-oriented attorneys I’ve ever met,” says Tarascio. “She’s meticulous, thoughtful, and fierce when it matters most.”
Clients often stick with Heather for years, relying on her consistency and judgment through multiple stages of legal proceedings. One long-time client shared that Heather is the only attorney they’d ever trust with their case, and that kind of loyalty speaks volumes.
Heather also plays an internal leadership role at Modern Law, helping shape policies and procedures that make our work more trauma-informed and responsive to client needs. Her promotion reflects not just her client work, but also her commitment to strengthening the firm as a whole.
Stacey Rogan – Partner, Scottsdale Office
With over 25 years of experience in litigation, Stacey Rogan brings exceptional depth and perspective to the Modern Law partnership. She now leads our team in Scottsdale, where she focuses on high-stakes family law cases, custody disputes, and complex modifications.
Stacey’s background includes time as Assistant Chief Counsel for the Industrial Commission of Arizona, as well as work with one of the largest personal injury litigation firms in the Washington, D.C. area. That trial experience gives her a significant edge when negotiations fail and court becomes the only path forward.
Her pivot into family law was personal. After going through her own divorce, Stacey saw the gaps in legal representation and made it her mission to offer the kind of guidance she once needed herself. She advocates firmly, communicates clearly, and approaches every case with a mix of professional confidence and lived empathy.
“Stacey brings confidence, real-world wisdom, and a calming strength to every case she handles,” says Tarascio.
One client shared that Stacey joined their case midstream, when things felt chaotic and hopeless—and turned it around. “She fought for my kids like they were her own,” they said.
Outside of work, Stacey’s life is just as dynamic. She lives on a horse ranch in Rio Verde Foothills, rides motorcycles, raises racehorses, and supports her two teens—all while maintaining a steady, grounded approach in her legal work. Her leadership style reflects that same balance of grit and stability.
